Social media has become an integral part of
many people’s lives around the world. The main use of this communication
channel is to connect with social circles. It is also widely used for
commercial and business purposes. Governments are also keen to use social
media as an alternative to the traditional communication channels.
Nonetheless, when the level of use of social media in the government is
compared to other fields, a clear gap becomes apparent. This chapter
investigates the adoption of social media as a communication channel between
citizens, public agencies and government departments; and considers a wide
range of factors that affect the issue from the perspective of public
agencies. This chapter presents an extensive literature review and proposes a
framework that organises the critical factors that affect public agencies’
efforts while implementing social media. We also provide a list of hypotheses
to validate and evaluate the significance of these factors.

With the emergence
of Web 2.0 technology, governments are able to deliver quality services and
fully satisfy the needs of their citizens. Despite the importance of this
emerging trend, identifying and attracting an audience for
government-affiliated social media (SM) services has proved to be a significant
challenge. The figures for public participation in government2.0 remain below
expectations. This paper is one of the few attempts to identify those factors
affecting citizens’ decisions to use SM platforms as a means for
communication with their government. To develop a new model of SM adoption,
this research study is based on a literature review, and will extend the
Unified Theory of Acceptance and Use of Technology (UTAUT) model by
integrating cultural factors identified by the Hofstede model (masculinity,
uncertainty avoidance, power distance and collectivism) and factors related
to the trust and motivational model. This paper has created a comprehensive
taxonomy of those factors that influence the adoption of SM among citizens,
while providing a list of hypotheses for evaluating the significance of these
factors.

The Usage Of Plagiarism Detection Tools And Prevention Approaches In Saudi
Universities

The plagiarism issue is very challenging
for academic institutions worldwide. With the wide spread of the internet and
the availability of online sources, students are more tempted to plagiarize.
In the developed countries, academic institutions use a variety of methods
and approaches to fight this problem. Leeds Metropolitan University is no
exception. In other parts of the world, especially the developing countries,
the issue of plagiarism is even more severe, especially with the lack of
adequate strategies to combat plagiarism. This dissertation evaluated the
experience of Al-Imam Muhammad ibn Saud Islamic University (AMSIU), located
in Riyadh, Kingdom of Saudi Arabia, in fighting plagiarism in the light of
Leeds Metropolitan University’s (LMU) experiences in the United Kingdom. To
carry out this research, the researcher collected data from staff members and
students in both universities. The results of analysing the collected data
have shown a wide gap between the experiences of the two universities in
fighting plagiarism. While LMU adopts and employs the most recent
technologies and prevention approaches to tackle plagiarism, AMSIU lacks both
technologies and prevention approaches. The results have also shown that the
lack of adequate prevention approaches and detection tools has been reflected
in the percentage of plagiarizers among AMSIU students, where around a third
admitted committing this offence in comparison with around 10% of LMU
students. Based on these results, a few suggestions were recommended to be
adopted by AMSIU in order to overcome this problem.

Introducing Government 2.0 which simply
translates as employing social media platforms in the government
communication system is a worldwide trend. Despite the fact that more than
half of the Saudi population are users of social media platforms [1] this
wide acceptance of social media networks and tools among Saudi population
could be a great opportunity for governmental agencies to communicate with
the citizens through these tools. Evidence from the literature [2; 3; 4]
showed that Saudi governmental institutions are not fully adopting these
platforms to engage the citizens. Little research efforts have been done to
evaluate the progress of social media adoption in general. The overall aim of
this research is to investigate and evaluate the usage of social media in
Saudi government. To conduct this research project, mixed methods were used.
The web analysis conducted by the researcher has shown that minority of Saudi
Ministries are effectively employing social media platforms. Moreover, the
results from the interviews conducted with the Saudi e -government staff used
CATWOE Analysis tool to explain the state of Saudi Government 2.0
implementation. The main factor for the gap between usages of social media in
Saudi government agencies, which is affecting social media adoption, is that
each government agency has its vision and strategic plan for their
e-government transformation to fulfil the government goals and initiatives.
Future research will be done to explore more factors affecting social media adoption
in Saudi government 2.0.

In the past decade, developers of Web 2.0
technologies have shown increasing interest in the topic of e-government.
There has been a rapid growth in social media technology because of its
significant role in backing up some essential social needs. Its importance
and power is derived from its capacity to support two-way communication.
Governments are curious to get engaged in these websites, hoping to benefit
from the new forms of communication and interaction offered by such technology.
Greater participation by the public can be viewed as a chief indicator of
effective government communication. Yet, the level of public participation in
government 2.0 is not quite satisfactory. In general, it is still at the
early stage in most developing countries, including Saudi Arabia. Although it
is a fact that Saudi people are among the most active in using social media, the
number of people who use social media to communicate with the public
institutions is not high. Furthermore, most of the governmental organisations
are not using social media tools to communicate with the public. They use
these platforms to disseminate information. Our study focuses on the factors
affecting citizens’ adoption of social media in Saudi Arabia. Our research
question is: what are the factors affecting Saudi citizens’ use of social
media to communicate with the government?
To answer this research question, the
research aims to validate the UTAUT model for examining social media tools
from the citizen perspective. An amendment will be proposed to fit the
adoption of social media platforms as a communication channel in government
by using a developed conceptual model which integrates constructs from the
UTAUT model and others external variables based on the literature review. The
set of potential factors that affect these citizens’ decisions to adopt
social media to communicate with their government has been identified as
perceived encouragement, trust and cultural influence. The connection between
the above-mentioned constructs from the basis for the research hypothesis
will be examined in the light of a quantitative methodology. Data collection will
be performed through a survey targeting a number of Saudi citizens who are
social media users. The data collected from the primary survey will later be
analysed by using statistical methods. The outcomes of this research project
are argued to have potential contributions to the fields of social media and
e-Government adoption, both on the theoretical and practical levels. It is
believed that this research project is the first of its type that attempts to
identify the factors that affect citizens’ adoption of social media to
communicate with the government. The importance of identifying these factors
stems from the potential use of them to enhance the government’s
implementation of social media and help in making more accurate decisions and
strategies based on comprehending the most important factors that affect
citizens’ decisions.

One of the Web 2.0 technologies that has
increasingly been adopted and integrated into governmental agencies is social
media (SM), in order to enhance their performance. This technology is
regarded as an important and powerful tool due to its ability to enable
two-way communication. Despite this fact, the figures for public
participation in government 2.0 are still quite low, especially in most
developing states, and Saudi Arabia is no exception. The available literature
on this subject suggests extensive utilisation of Web 2.0 tools and SM by the
private sector, while pointing to a quite contrary scenario in the public
sector. The findings of this study indicate a lack of research regarding the
factors affecting the implementation of SM as part of the e-government
structure in the public sector. The objective of this research is to suggest
a conceptual model based on the Technology-Organisation-Environment (TOE)
model from a government perspective that will bridge the gap between the
present e-governments and full-blown SM adoption, with particular emphasis on
Saudi Arabia’s e-government. The model introduced in this research provides a
coherent framework for additional practical investigation into the use of SM.
Using the qualitative method for data collection and analysis, particularly
the case study approach, a study of 13 Saudi Arabian ministries was carried
out through semi-structured interviews with key employees responsible for SM
adoption and implementation in these ministries. The results indicate that
some of these factors were observed in the Saudi environment, whereas others
were less noticeable. The outcome of this research could also help the
leaders in government to identify the best practices for achieving the full
potential of implementing SM in government.
