Mobile technology has influenced almost every aspect of our modern
lives. The enhancement of learning in Saudi Arabia, as well as significant
development in education overall, may be possible through mobile learning.
However, the successful implementation of mobile learning in tertiary
education profoundly relies on the acceptance of mobile learning from both
students and instructors. Most mobile learning acceptance studies target
higher education students. Therefore, this study aimed at examining the factors
that affect university instructors’ intentions to use mobile learning at Hail
University. Eighty instructors completed the online survey, and the results
indicated that performance experience, effort expectancy, social influence,
and facilitating conditions altogether predicted the instructors’ use of
mobile learning, as 67% of the variation was found to be affected by these
variables in the multiple regression analysis outcome. The results also
suggested that effort expectancy is the best predictor of instructors’
behavioral intentions to use mobile learning.

Effective leadership in virtual learning environments (VLEs) is
considered to enhance students’ learning experiences by overcoming barriers
associated with web based learning. This paper presents a review of the
literature concerned with the impact of different leadership models on
learning processes in VLEs. The aims of the review were to distinguish which
leadership models were effective in VLEs, and identify the key factors that
impede learning in VLEs. The current review highlights that transactional leadership,
which utilizes extrinsic rewards, may be beneficial in terms of achieving
goals and increasing productivity in the short-term, but is deemed less
effective on long-term change. Whereas transformational leadership, which
focuses on intrinsic motivation and role modelling, is thought to be superior
in terms of increasing performance, innovation, creativity, group
cohesiveness, and learner satisfaction. Key barriers associated with VLEs are
concerned with a lack of social interaction and collaboration that may
increase the risk of learner isolation and detachment. Consequently, leaders
face challenges in communication, trust building, development of
interpersonal and technical skills, and group cohesion. Research indicates
that these barriers may be minimized through the use of effective
transformational leadership models. Further research is required in order to
improve understanding of the impact of leadership on learner performance in
VLEs.

Information and communication technology (ICT) is an important if not
crucial trend in 21st century learning and education. The adoption of ICT as
an educational process has led to improved teaching and learning processes,
both inside and outside the classroom. Among the many advantages of ICT
technology is that it allows students and teachers to communicate outside the
classroom and utilise new techniques and skills. The adoption of ICT in
teaching has undoubtedly improved learning and teaching processes, on the
other hand there are some factors are hindering the successful
implementation. This paper reviews the literature as it pertains to factors
affecting effective application of eLearning for educators and students in
educational institutions in Saudi Arabia Universities. Through a search of
academic databases, 32 relevant literature studies and reviews were
identified for the Saudi Arabian context; most were directly concerned with
Saudi Arabia’s higher education sector, while others country-specific studies
were included when deemed appropriate. Based on the review the literature,
this paper concluded that ‘lack of time’, ‘lack of training’ and ‘lack of
institutional support’ were the major factors influencing faculty members’
decision to adopt and utilise ICT in teaching practice. In terms of solutions
to the challenges identified, reducing academic staffs’ workload to allow
them to have more time to use E-learning tools, alongside the provision of
sufficient and practical training and institutional support for academic
staff should be considered as essential to the successful implementation of
technology in education.

External issues have, for many years, had a crucial, adverse, impact
upon the extent to which teachers have adopted technology for the promotion
of learning, for example by introducing learning management systems (LMS).
This problem has particularly affected teachers working in developing and
less-developed nations. Despite this, few researchers have conducted
systematic literature reviews that explore the Saudi Arabian context. The
purpose of this study is to examine and scrutinize what is presented in the
academic literature about the external factors that affected teachers use of
technology in the teaching process in Saudi universities. The systematic
review presented in this paper was carried out using a number of databases.
Sources include library resources, key journals, PhD theses, master’s theses,
and papers yielded by Google Scholar searches of the relevant literature
published from 2008 to 2018. There were 32 studies and just 12 studies
included in this systematic review. The findings of this review reveal the
current state of those external factors that have for some time delayed and
influenced teachers’ use of LMS and associated technologies in their teaching
in the Kingdom of Saudi Arabia (KSA) between 2008 and 2018. Recommendations
are made in this paper, to help Saudi institutions to limit this phenomenon
going forward.

Fast
developments in technology have led to an increasingly widespread use of
smartphone and tablet computing technologies. Schools and organizations
around the world are struggling to keep pace with the growth of technology
through the adoption of new technologies such as Google Education Tools.
Saudi Arabian schools are no exception. Recently, several universities and
schools in the Kingdom of Saudi Arabia (KSA) have started to employ new
technologies such as Google Classroom in their teaching and learning process,
in order to make education available to their students without temporal or
spatial restrictions. On the other hand, there has been little discussion
about the benefits and problems of using such technologies in KSA schools.
Therefore, this paper is an attempt to determine benefits and problems of the
latest technologies that have been adopted in KSA schools. It makes
recommendations on how new technology can be more effectively used in the
classroom, as well as discussing its potential advantages and pitfalls.

Assistive technology has emerged as powerful
platforms in education field. Assistive technology is helping disabled
individuals in a big manner. Increasing computer-based technology has created
a sea change for all the disabled students. It has ended the isolation or
limited opportunities which disable students have faced for so long.
Assistive technology has been designed or created to make it easier for
disabled learners for accessing material, communicating their work or ideas
and participating in different educational programs. All these technologies
help many of those students who are not able to see, hear, walk and talk. The
development of modern special education is the advent of adaptive and
assistive technologies which gets used by the teachers to help the students
for achieving the good learning at possible levels. For becoming a culturally
responsible person, it is very important to achieve success in the globalized
or modern world. This article is attempt to discuss the benefits and drawbacks
of assistive technology with special needs.

The use of learning management systems (LMS) has increased widely in
recent years, and numerous institutions have employed it in their teaching
and learning processes due to its diversity of benefits. Nevertheless, there
are many barriers that prevent learners from using LMS effectively. This
study aimed to examine the challenges that learners encounter when they use
LMS in Hail University, Saudi Arabia. The method used in this study by the
researcher involved semi-structured interviews with six students who use LMS
in their learning. These participants were selected purposively in order to
give more depth of information regarding the obstacles they faced. The main
results from this study were that lack of motivation from teachers in using
LMS and lack of interaction with educators were the main challenges
encountered by students. The study results also revealed that technical
issues and lack of support were further barriers to the effective use of LMS
in Hail University. Finally, the study suggested solutions in order to
address these challenges, such as providing strong internet connection, the
provision of immediate technical support, and encouraging instructors to
interact with their students; without these interventions, such challenges
will not be overcome.

Factors Impeding Learners’ Use Of The Blackboard System In KSA

In recent decades, a number of education institutions around the world
have come to depend on technology such as the Blackboard system to improve
their education environment. On the other hand, there are many factors that
delay the usage of this technology, especially in developing nations such as
Saudi Arabia. The goal of this study was to investigate learner’s views of
the use of Blackboard in one Saudi university in order to gain a
comprehensive view of the factors that delay the implementation of technology
in Saudi institutions. This study utilises a qualitative approach, with data
being collected through semi-structured interviews. Six participants from
different disciplines took part in this study. The findings indicated that
there are two levels of factors that affect students’ use of the Blackboard
system. These are factors at the institutional level, such as lack of
technical support and lack of training support, which lead to insufficient
training related to the Blackboard system. The second level of factors is at
the individual level, for example a lack of teacher motivation and
encouragement. In addition, students do not have sufficient levels of skills
or knowledge related to how to use the Blackboard in their learning.
