M-government has gained increasing global attention
in recent years, especially among developed countries, as a mechanism to
reduce costs, increase effectiveness and improve public access to
governmental services. The concept is increasingly being adopted in
developing countries; however it faces different challenges and
opportunities. This study explores the opportunities and challenges for the
deployment of mobile government (M-government) services in Saudi Arabia.
Collecting data from 77 semi-structured interviews, this study found that
there are many opportunities for M-government in the country, requiring
increasing awareness amongst the people about the government initiatives of
mobile government services and promoting willingness to use these services.
This study also highlights different barriers faced by M-government in Saudi
Arabia, including issues of internet quality and speed, customization of
services and data security and privacy as well as infrastructural challenges
and bureaucratic attitude of government departments.

This study explores challenges faced by m-government
services provided by the Ministry of Higher Education and Technical and
Vocational Training Corporation in Saudi Arabia. By collecting data through
surveys from students registered with the Ministry of Higher Education and
Technical and Vocational Training Corporation and employees of IT and
Communication Ministry in Saudi Arabia, this study shows that the high level
of mobile penetration in the country offers an opportunity for Saudi Arabian
government to offer mobile government services in the country. The results
suggest that students find m-government services ineffective and expensive.
However, employees believe that the effective implementation of m-government
services is a feasible option and it would enhance the technological
development in Saudi Arabia. Certain barriers to m-government adoption were
identified, including the lack of necessary infrastructure and insufficient
level of understanding amongst students. There is also a lack of the
customization of mobile government services and lack of access to mobile
technologies.

This study analyzed the challenges and opportunities
associated with the implementation of mobile government services in Saudi
Arabia. By collecting data through surveys from citizens and employees in
Saudi Arabia, this study shows that the high level of mobile penetration in
the country offers an opportunity for Saudi Arabian government to offer
mobile government services in the country. The results suggest that although
a large percentage of population does not have access to mobile technologies,
there is still a strong desire among users for the provision of mobile
government services. The effective implementation of mobile government
services would enhance the technological development in Saudi Arabia.
However, there exist certain challenges. Sufficient level of understanding
among the Saudi Arabian population about the benefits of mobile government
services is lacking. There is lack of the customization of mobile government
services and lack of access to mobile technologies would be a challenge.

The aim of this paper is to evaluate the
opportunities and challenges that are associated with the mobile government
as a platform of an e-government within the Kingdom of Saudi Arabia. This aim
is achieved through content analysis of the various scholarly studies that
were previously conducted in the area. A wide review of the literature has
indicated that there are a good number of studies that have attempted to
tackle the issue of m-government with its opportunities and challenges.
However, it has been established that most of these studies have treated
m-government as staged process that only builds on the available e-government
infrastructure. This view has led to the narrow approach to m-government and
lack of a comprehensive framework that could guide its implementation. Many
opportunities that are posed by m-government have been suggested and assessed
as it is the case for challenges that face the platform. Despite these
opportunities, the uptake of m-government has been derailed by the poor
readiness of the stakeholders and the low level of accessibility. Among the
challenges identified encompass security and privacy matters, usability
related issues, and speed of download and bandwidth.

Given the lack of research into potential
opportunities and challenges which are likely to be associated with the
implementation of mobile services in developing countries including Saudi
Arabia, the research reported here investigated the challenges and opportunities
which are associated with the implementation of mobile government services in
Saudi Arabia. By collecting data through surveys from 103 Saudi citizens and
46 employees working at the Ministry of Communication and Information
Technology Saudi Arabia, this study indicates that the high level of mobile
penetration in the country offers an opportunity for Saudi Arabian government
to offer mobile government services in the country. The results also suggest
that though a large percentage of populations do not have access to mobile
technologies, there is still a strong desire among users for the provision of
mobile government services. Moreover, the results suggest that effective
implementation of mobile government services would help to increase the technological
development of Saudi Arabia. However, there are certain challenges which may
prevent the effective implementation of such services. First, there does not
appear to be a sufficient level of understanding among the Saudi Arabian
population about the benefits which are associated with mobile government
services. Secondly, the results suggest that the implementation of the
services needs to be closely tailored and personalised to the individual
needs of target users. Finally, the lack of access to mobile technologies
would be a challenge to the successful introduction of these services.

Challenges
and opportunities for m-government implementation in Saudi Arabia

Mobile
government (m-Government) is one of the promising technologies for developing
the governance of developing countries. While developing countries often have
less advanced internet infrastructure compared to the developed world, mobile
phone penetration is very high in the Gulf Cooperation Council (GCC)
countries and mobile internet use offers a means to transcend traditional
logistical barriers to accessing government services. This study explores the
challenges and opportunities of the mobile government in Saudi Arabia. Semi-
structured interviews were conducted with a diverse cohort of Saudi mobile
users. A total of 77 semi-structured interviews were collected, and
subsequently analysed using open, axial, and selective coding. The
participants’ responses revealed that many opportunities exist for the
development of m-Government is Saudi Arabia, including high popular awareness
of government initiatives in e-Government, and willingness to use such
services, largely due to the time-saving and convenience aspects it offers
compared with traditional bureaucratic services. However, numerous barriers
were identified, including the low quality and speed of the internet, service
customization, and concerns about privacy data security. It was also felt
that in addition to infrastructure challenges, the traditional bureaucratic
attitude of government department would itself hinder the effective
deployment and utilization of m-Government services.

This study explores the current status of
m-government in Saudi Arabia. It explains existing infrastructure and service
provision in terms of e-government and highlights the particular
characteristics of m-government. The underlying factors in Saudi Arabia are
explored (e.g. mobile penetration rate, internet access, and mobile internet
use). Semi-structured interviews with government employees (of the Ministry
of Information and Communication Technology) reveal the systemic factors
encouraging and inhibiting m-government, including government readiness and
past experience. Public readiness for m-government and other readiness
factors are explored along with barriers to m-government adoption and
long-term use. The study findings include the extremely high mobile
penetration rate in Saudi Arabia (as in the GCC generally). There is high
demand for m-government among the whole population, including government and
citizens. M-government is perceived as a key indicator of overall national
socio-technological development in Saudi Arabia.
