The
role of Information Communication and Technology (ICT) in education is
undisputed globally. However, although Saudi Arabia government has invested
heavily in the ICT sector in education, the progression has often been
disappointing. The barriers hindering the successful implementation of ICT in
Saudi Arabia remain serious questions for decision-makers and educators
alike. The purpose of this study is to determine the barriers and examine
factors affecting the successful implementation of ICT in Saudi secondary
schools. A sample of 11 participants from three secondary schools in Jeddah
city were selected through purposeful techniques comprising of headmasters,
teachers, students and some directors of ICT in the Ministry of Education.
Using questionnaire guide, participants were interviewed. To analyse the
obtained results from the in-depth interviews, interpretive and thematic
techniques are used. The results show that ICT was perceived as an important
tool in improving performance, collaboration, learning experience and
learning outcomes. However, various challenges affect the application of ICT
in Saudi secondary schools. The barriers included lack of space, resources,
maintenance, and lack of teachers and head-teachers’ skills in ICT.
Furthermore, the level of teacher competency, training, and lack of clear ICT
policies showed a negative impact on integration of ICT in schools. This
study recognized aspects that sustain and obstruct ICT application in
learning. Therefore, this data will notify decision-makers in Saudi Arabia
about the current situation affecting implementation of ICT in secondary
schools.

In a global context, ICT (Information
Communication and Technology) is increasingly accessible and influential.
Therefore, developed countries see ICT as a gateway for the raising of
educational standards. Although, some developing countries like Saudi Arabia
have invested heavily in the ICT sector in education, the progression has
often been disappointing. How to support the implementation of ICT in
education, and what barriers hinder its successful implementation remain
serious questions, for decision-makers and educators? However, obstacles that
hinder ICT implementation in education have been the area under discussion of
many studies over the last two decades. Accordingly, this paper not going to
discuss these obstacles, it’s intend to explore just the headmasters role
that they play to overcome these obstacles in order to make the utilisation
of ICT more effectively in Saudi secondary schools.
ICT tools (in this paper) refer to the
hardware and software that is currently used in education. The research issue
is addressed through a cross-sectional case study strategy and quantitative
mono-method choices. Closed questionnaire methods were used to collect data
from a cohort of 44 secondary schools’ headmasters in Saudi Arabian. The
results show that the headmasters of are in fact supportive of ICT and its
inclusion in their curriculum. However, it has also been noted that there are
still some wrongs that they have yet to correct, in order for them to be able
to support ICT in its entirety. Some of these beliefs stem from the fact that
older headmasters have been accustomed to conventional methods of teaching.
Moreover, some of them may not have been trained yet on the use of ICT and
its benefits, leading to incorrect notions about it. There are also concerns about
financial resources and the availability of infrastructure.

Information Communication and Technology
(ICT) is one of the fastest growing and advancing areas in our modern time.
It has gained a great deal of attention in recent decades and become a
cornerstone for development in the 21st century. In Saudi Arabia, with this
tremendous development in the field of ICT, many challenges have emerged,
such as the use of the internet in a manner inconsistent with Islamic values
and the traditions of Saudi society, since Saudi Arabia is a religiously and
socially conservative country with a high cultural homogeneity that is based
on Islamic and tribal affiliation, which makes the culture complex and
unique. This is particularly challenging for the government, especially since
the country is trying to catch up with other developing countries, and,
clearly, ICT learning is an important component of this Development. This
paper aims to investigate the cultural and religious barriers that influence
Saudi’s adoption of ICT.

In the last few decades, the massive
advances in information and communication technology (ICT) encouraged many
countries all over the world to integrate technology tools into classrooms.
Computers, the internet, interactive whiteboards, mobile devices, and an
assortment of other technological tools have now turned out to be valuable
teaching and learning resources. Therefore, several research studies
indicated that the use of technological tools creates an environment where
students are more actively engaged in the learning process as opposed to the
traditional education where they are passive observers and listeners. Saudi
Arabia government is not in isolation from this, they have invested heavily
in the ICT field. Nonetheless, the progression has often been disappointing;
there is still a clear gap between the availability of ICT technology and methods
of implementation. Simply, there is no meaning to instructional practices or
investing huge amounts of money to equip schools with ICT tools unless they
are used effectively with clear strategies, the intended benefits may not be
realized. Therefore, this paper focuses on identifying the critical success
factors for the implementation of ICT in Saudi Arabian schools, by reviewing
the relevant literature, highlighting the barriers that may hinder the
utilization of ICT. The literature revealed that a successful implementation
of ICT in education requires paying attention to some factors. For example,
providing adequate infrastructure, adequate management support, adequate
teacher training on ICT and pedagogy, a clear educational policy and
evaluation on an ongoing basis.
